		<description>I respectfully request that you seek a response and request an enquiry as to the validity/credibility of the report by Tom Winsor in relation to Police reform, pay and conditions.
 
This is based on the fact that such a report should be impartial.
 
It is clear from the below information this is not the case.
 
I would go as far as to say it appears corrupt if not criminal that he should have the opportunity to complete such a review as he clearly has the opportunity to personally benefit from his recommendations
 
Tom Winsor (Winsor review) has produced a report that will change the way in which the Government adopts Pay and Conditions for the Police (Winsor 1 &amp; 2).
 
A major recommendation is to privatise elements of the Police structure; G4S are likely to do this.

Tom Winsor is a partner in a Law firm called White and Case LLP.

And we also know that a lot of his proposals lean heavily towards opening the door for the potential privatisation of the police and the civilianisation of pre-existing police officer roles in an attempt to &quot;cut costs&quot;.  This becomes even clear when you have a look at the G4S website and their preparations to expand their recruitment and skill base to fill these roles.

An interesting thing that you probably didn&#039;t know though is that White &amp; Case are recently responsible for providing advice to G4S to help them secure a £200million contract with Lincolnshire Police to reform the way it does its business.

All of a sudden the Winsor review doesn&#039;t look quite as impartial as the Home Secretary would like it to.  

An obvious close partner of G4S I wonder how much Tom Winsor stands to make if the proposals of his report go through and all forces are forced to reform according to his new recommendations.
 
 
Can this be impartial and is this appropriate, I believe not.

		<description>Hi Andrew; many years experience of local government until I left(for a private sector job) during the Andrea Hill regime at Cambridge have shown me that the Peter principle (aided by networks,buddyism and so on) is alive and well in local councils. The guided bus project&#039;s management is one example. One of the more impressive people I worked with, Christine Fanish, Andrea&#039;s predecessor went on to a successful career in the private sector. I can&#039;t see many, except the lawyers and accountants, doing that.</description>

In the case of your post you list lawyers, doctors and head teachers as professionals earning similar sums to SCC senior management. All true. But it is very clear with those you list that they have real skills and offer a valuable service. Unfortunately in the cloistered world of local government it is not ever all that clear that those in charge have the appropriate skills or offer a particularly useful service. And comparisons with the private sector are not all that useful either and, as far as I&#039;m aware, transfer between public and private (rather than the other way round) is rare.</description>

The Evening Star is hardly known for it&#039;s rigorous investigative journalism much like other news outlets. Two other posters here have recognised the actual story behind the story though which is the fact that our two headline grabbing local Conservative MP&#039;s have both messed up on this topic with Ben Gummer sounding like a rank amateur again and not thinking his response through (he should have read this post first) and Dan Poulter trying to be down with the public. His regular and dull comments on this (and anything else) could be copied from the Tory whip&#039;s textbook.</description>
